United Nations Development Programme - Justice System Programme Timor-Leste

The Justice System Programme is a joint effort by the Ministry of Justice, the Courts and the Prosecution Services of Timor-Leste and UNDP. It aims to strengthen the institutional and human resources capacity of the main institutions that compose the justice sector. The Programme was launched on July 2003 for an initial period of three years and it was revised in the end of 2008 to adapt to the new priorities and reality of the sector. As a consequence of this revision, it was increased in scope and in budget as well as extended in time.

The IT component of the Programme aims at deploying IT infrastructure and communication systems (Internet, intranet, etc) to support generic office work and specific software applications. It has as well the responsibility of building local IT Departments in three districts to manage and support these systems.

MAIN DUTIES:
1. Provide support services related to office applications, computers operations, e-mail, Internet, Intranet, chat system, VoIP System, special software set-ups, training and troubleshooting for the all computer’s users within the Justice System.
2. Provide technical support for all offices and users within the Justice Network in the districts, troubleshooting problems as they arise and designing long-term solutions.
3. Report to the IT Coordinator any client needs including hardware, software, backup, anti-virus, cabling, switches, UPS, IP Phones, servers, desktop, scanners, laptops, routers, firewall, modems, printers and spare parts.
4. Mentoring and technical assistance for the nationally staffed IT on Systems and Equipments administration, installation, maintenance and upgrading.
5. Responsible for maintenance and administration of the Justice LAN (Local Area Network) hardware, software and peripherals, including IT infrastructure, web site operations, e-mail, etc.
6. Enhancement of the existed Support Procedures, providing manuals, documentations regarding best-practices, configurations, support, and troubleshooting of network, software and hardware/devices used by Justice Sector in the districts.
7. Provide new documentations and diagrams of new network/systems installations and update/maintenance of the existing diagrams/documentations.
8. Manage the inventory of the assets, always documenting and updating the system with new acquisitions, loans and discards of old equipments.
Transfer progressively the Support, System and Network administration’s responsibilities to the national staff, on the following lines:
a. Software installation, maintenance, and upgrading (Servers and Workstations) including the compilation of IT Standards & Procedures Guideline for all sites within the Justice System.
b. Hardware installation, maintenance, and upgrading (Servers and Workstations) including physical installation of equipment, configuration and testing.
c. Recommend suitable IT solution for system’s expansion, specify equipment and software, define administration procedures for the project's development, staging laboratory and data center.
d. Participate in the overall design of networks and systems architecture, involving all remote sites and its interconnection with Dili’s Data Center, government-operated backbone and Internet.
e. Routine network administration, maintenance and troubleshooting.
f. Systems documentation.
g. Database Supervision.
h. Servers backup.
i. Maintenance and updating of anti-virus protection software.

Qualifications/Requirements:
- Bachelor in Computer Science or Engineering and minimum 5 years experience with Computer Systems & Users Support at complex sites (heterogeneous clients and servers, multiple Internet servers including Fileservers, Web, Email, Proxy and DNS).
- Experience in designing, implementing and maintaining enterprise level data networks, including cabling, setting up network equipments (switches, routers, access points), troubleshooting and management (using SNMP and protocol analyzers)
- Great ability for identifying solutions and troubleshooting for Computer’s hardware, software, network and systems in general.
- Experience in deployment and administration of Linux servers in heterogeneous environments (Windows, UNIX and/or Linux), including Samba file servers, Email servers, Proxies, antivirus Servers & Clients, Web servers, DHCP, DNS and database servers.
- Experience in Information Security implementation and management.
- Experience in mentoring in the IT field.
- Knowledge and experience with general network support systems such as VPN, VoIP, Routing, Wireless Network, VSAT, etc.
- Experience in programming of web-based applications (CMS, PHP, MySQL) would be an asset.
- At least 25 years of age at the time of recruitment.
LANGUAGE REQUIREMENTS
- Oral and written Portuguese and English required.
- Tetum language desirable, preparedness to learn Tetum essential

Living Conditions: The UNVs must be prepared to live in one of the districts of Timor-Leste (Baucau, Suai or Oecusse) where there is some hardship with regard to remoteness, availability of public utilities, availability of modern conveniences and shops
